Does 50% halve the file size?
Usually more: half the width and height is a quarter of the pixels, so files often shrink by 60–75%.
Can I enlarge by percentage?

Yes, each image in the batch is scaled by the same amount.
Are my images uploaded to a server?
No. Files are decoded, processed and re-encoded by your browser using the canvas API and Web Workers. Nothing is sent to any server, and there is no account or storage. Closing the tab discards everything.
